ITALY: March 10, 2004 (Montagna.org) - At 6.00 pm on July 31, 1954, Lino Lacedelli and Achille Compagnoni became the first people to reach the summit of K2, the second highest mountain in the world (8,611m asl). Now, 50 years after the first successful ascent, Italians are returning to the Karakoram to celebrate that memorable moment with a new expedition titled “K2 2004 - 50 years later”. The expedition intends not only to repeat the historic endeavour, but also aims to reinterpret the values and challenges of the original adventure.
The ambitious and multifaceted project, coordinated by the Ev-K²-CNR Committee, is entrusted to a team of highly professional mountaineers including Alpine Guides and members of the Alpine Rescue Team, the Italian Alpine Academic Club (CAAI) and other elite climbing associations from all of Italy’s mountain regions. Technical and scientific teams will complete the group, reaching a grand total of nearly 100 people, to be led by Himalayan expert, experienced expedition leader and remote area scientific research coordinator, Agostino Da Polenza.
The mountaineering expedition
The mountaineering program includes an ascent of K2 by the Abruzzi Spur on the South face from Pakistan (the route used in 1954), and a simultaneous summit along the North Ridge from China. Prior to that but in the same season, the climbers will have first ascended Mt. Everest along the NE ridge from the Tibet Autonomous Region in China.
Unlike during the 1954 expedition, the 2004 team will include climbers from all over Italy, not just from the Alps, and two female climbers, nowadays a common reality in most important expeditions.
Agostino Da Polenza, on his fourth expedition to K2 as both mountaineer and expedition leader, will lead the team made up of:
-Alpine Guides from the Aosta Valley,
-“Ragni della Grignetta” elite climbing group,
-Alpine Guides and professional climbers from the Italian regions of Piedmont, Lombardy, Veneto, Abruzzo and Lazio.
The scientific expedition
The double ascent of K2 will be preceded by a scientific expedition to Everest, in a concluding salute to another Golden Jubilee: the 1953 summit of the world’s highest mountain by Sir Edmund Hillary and Tenzing Norgay Sherpa.
The team made up of climbers, technicians and scientists will leave Italy on April 7 and will attempt to summit Everest along the North-West Ridge as part of a series of physiological tests on physical and psychological reactions in extreme environments.
Expedition research on physiology, geodesy, glaciology, environmental sciences and eco-compatibility is coordinated and financed by the National Institute for Scientific and Technological Research on Mountains, INRM, and will also be carried out on K2. Italy aims in this way to “conquer” a new summit in the field of science, in the wake of the great Italian tradition begun by Ardito Desio continued today within the excellence of the Ev-K²-CNR Project.
This commitment also ideally corroborates the aims of the 1954 expedition, when for two months following the climbers’ return to Italy, Prof. Desio and his collaborators stayed on to complete their research on the Karakoram Valleys begun in 1953. The vast amount of scientific data accumulated then still today represents an important point of reference for researchers world-wide.
Central Karakoram National Park and the Siachen Peace Park
“K2 2004” should not be seen as just a mountaineering and scientific project, its aims including also important humanitarian and environmental programs, for example the implementation of protected area management and environmental research around K2, in collaboration with IUCN (the World Conservation Union) and UNEP (United Nations Environmental Programme). The Central Karakoram National Park around K2 was in fact instated by the Pakistani Government in 1993 but has yet to be implemented. “With your assistance, the 50th anniversary will be a good opportunity to make it into a reality,” Javid Zafar, Secretary of the Pakistan Ministry of Environment, recently said.
The aim of these initiatives is also to aid in stimulating the declaration of a Peace Park on the Siachen glacier. The Ev-K²-CNR Committee has now invested months in networking organisations and international institutions to promote peace in the mountain regions around K2, where a disastrous conflict between India and Pakistan has been waged for decades. The Minister of Agricultural and Forestry Policies and honorary expedition leader, Hon. Gianni Alemanno, will lead the initiative in collaboration with Italy’s Prime Minister and the Minister of Foreign Affairs. Together with the Italian Parliamentary Group “Friends of the Mountains”, an awareness raising campaign and actions to help promote dialogue in favour of the Peace Park has also been launched.
A medical dispensary
The “K2 2004” project in Pakistan began precisely one year before the anniversary of the summiting of the world’s second 8000 m peak with the inauguration of a medical dispensary in Askole, the last inhabited village along the route towards K2. The only health post in the Baltoro valley, the dispensary concept was elaborated following the 1996 expedition led by Agostino Da Polenza, when he and his team of climbers conceived this humble tribute to commemorate the death of the their companion Lorenzo Mazzoleni of the “Ragni di Lecco”. Mazzoleni fell from the western face of the mountain on his night-time descent from the summit on July 29, 7 years ago.
A Karakorum Museum in Skardu
On July 31 in Skardu, the capital of Baltistan in Pakistan’s Northern Areas, a museum named “Italy K2 – 50 years of Italian successes” will be inaugurated, as an outcome of the concept elaborated by the doyen of mountain journalism, Rolly Marchi.
The museum will host a photographic history of the successful first climb of K2 and equipment used during the 1954 expedition will be put on display. The exhibit will also include reference to other Italian successes over the past 50 years, including images, documentation, products and memorabilia of 50 companies or individuals that have contributed to Italian popularity worldwide since the ascent of K2.
Media and communications
Media involvement has not been left out of this rich program. Live televised broadcasts of the expeditions will be carried out by a specialised communications team and daily on-line reports will be sent directly from K2.
RAI, the Italian TV, and RCS, editorial group, join the climbing team
Both are partners of the “K2 2004 – 50 years later” project. RAI will be actively involved, dedicating a series of live broadcasts and TV specials to the event, culminating in a live special on the summit attempt. RCS will facilitate communication through its two national newspapers, Corriere della Sera and Gazzetta dello Sport.
Historical precedents
The summiting of K2 in 1954 was the culminating event of a project begun years prior by Ardito Desio, with the exceptional support of the Italian Alpine Club, the Italian National Research Council, the National Olympic Committee and the then Prime Minister Alcide De Gasperi. The summit of K2 can in fact be seen as the crowning glory of an Italian dream started years earlier, as far back as the beginning of the last century, when the first Italian effort to climb K2 was made 1909 by the Duke of the Abruzzi who repeatedly and unsuccessfully made attempts at the summit for an entire month.
20 years later, another Italian expedition set out for K2 with a new mountaineering and scientific agenda. Avoiding the possibility of a failed summit attempt, as potentially clamorous and tragic as that of Gen. Umberto Nobile and his trans-Arctic airship Italia earlier that same year, the scientific research became the real goal of the expedition. Ardito Desio took part in that expedition led by Aimone di Savoia, Duke of Spoleto.
Desio, involved in repeated rapid surveys on the glaciers, accompanied by an exploration team of scientists and mountaineers, later stated: “The sight of K2 was unforgettable, leaving a deep impression on my spirit and an indelible memory, full of desires and propositions.” These intentions would resurface 25 years later to be topped off by the success that put the Italian expedition in the limelight of the world.

A.Q. Khan: nuclear outcast, but scientific benefactor

Abdul Qadeer Khan, Pakistan's former chief nuclear weapons scientist who was last week pardoned for leaking nuclear secrets to Iran, Libya and North Korea, has been a major force in Pakistani science for more than a quarter of a century.
The government of President Pervez Musharraf said on Thursday (5 February) that the army’s audit department is to investigate the finances of all those connected with the current proliferation scandal.
In Khan's case, the army's enquiry is likely to place at least three institutions in the spotlight. For, in addition to his role in the nuclear weapons programme, Khan was well known as a donor to research causes.
A former president of the Pakistan Academy of Sciences, 69-year-old Khan has given time and money to several prestige research institutions over the past decades – whose future is now looking less certain following his admission that he masterminded the spread of uranium enrichment technology.
Institutions to benefit from his active involvement include the Pakistan Academy of Sciences (where he was president between 1997 and 2002); the Ghulam Ishaq Khan Institute for Engineering Sciences and Technology near the northwest frontier town of Peshawar, which Khan helped to establish; and the one-year-old Khan Institute for Biotechnology and Genetic Engineering (KIBGE), based at the University of Karachi.
Of these three, the future of the fledgling KIBGE hangs most clearly in the balance. The institute was Khan’s idea. He raised the funds and appointed senior staff. "Karachi is his home town," says one scientist who knows him well. "He felt he should do something about the fact that there is no major biotech research facility in a city of 10 million people."
The institute's director, Mujtaba Naqvi, has said that there is nothing secret or illegal in his labs. But observers believe that without Khan’s patronage, the institution is unlikely to continue in its present form, as construction remains unfinished, and Khan was one of its biggest donors.
Another institution that has benefited from Khan's support is the Ghulam Ishaq Khan Institute for Engineering Sciences and Technology, which is situated next to one of the country's largest dams, the Tarbela Dam near Peshawar.
Khan was one of the founders of the institute, which was set up partly to address the lack of high-quality engineering universities in Pakistan, as well as to encourage more women into engineering. He acted as its project director until the institute opened in 1993, and remains a member of its board of governors.
The institute's website describes Khan's efforts in glowing terms, and illustrates the reverence with which he is held in parts of the scientific community: "In spite of heavy preoccupations, he spared no pains to give his best to the creation of this institute. A touch of his vision and constructive genius can be discerned in all [the institute's] aspects, its curricula, its buildings and equipment and in the ethos of intellectual enterprise that permeates its atmosphere."
Khan is also understood to have helped out several other science organisations in need of money. A senior scientist who once struggled to fund a new research laboratory told SciDev.Net that his now-thriving lab owes its existence to Khan. "He came to me one day and asked how things were. I told him we didn't have enough money for construction of our new building. He said: 'don't worry. It will be done'. And that is exactly what happened."
Despite his transgressions, Khan is likely to remain popular with the public. This is partly because of his aggressively anti-Western views, which strike a chord with broad public opinion, and partly because of his popular image as the 'father' of the Islamic nuclear bomb.
Most of Pakistan's public, for example, does not agree with the way in which Musharraf has aligned Pakistan with the United States in the latter's 'war on terror'. Khan has never made any secret of his belief that Muslim countries should not rely on Europe and the United States for their national security.
In an essay entitled 'Restricted areas of science and technology and ways to develop them in the Muslim world', published in 2002, Khan calls on all Muslim countries to set up a joint atomic energy commission and to establish closer links between national defence research organisations.
"The survival of the Muslim world lies in joining hands for acquiring [nuclear] energy, which would also have its political and military advantages," he writes. "The only way to neutralise or withstand the pressure exerted by the West is to make ourselves self-sufficient in technologies which are either totally restricted or rationed to us."
The Khan affair is also prompting the army to review its procedures when appointing scientists to the nuclear programme. Previous Pakistani governments preferred to hire two kinds of scientists: those with a noticeable religious outlook on life, and those who had not lived or studied abroad; or had few overseas links.
The thinking behind this, according to one researcher with the Atomic Energy Commission, was that "a scientist with international connections might one day be tempted to leak information overseas; and a scientist who possessed the fear of God would never betray his country".

India and Pakistan cement scientific ties

[NEW DELHI] The science ministers of India and Pakistan have agreed on a number of key areas of scientific collaboration through which they hope to strengthen ties between the two countries.
Meeting in New Delhi this week, Pakistan's minister for research and higher education Atta-ur-Rahman and Indian science minister Murli Manohar Joshi selected information technology; engineering sciences; pharmaceuticals; bioinformatics; and biotechnology for industrial, agricultural and health applications as areas in which researchers from the two countries will work together.
As a first step, the two countries will set up expert groups in these disciplines to initiate talks, according to an official spokesperson in New Delhi.
The meeting between the two ministers follows a landmark agreement reached earlier this month between the leaders of their respective nations to encourage greater cooperation in science and technology (see India and Pakistan pledge scientific cooperation).
Both countries face similar problems in areas such as health, agricultural and economic development. But a longstanding dispute over Kashmir has so far limited scientific cooperation between them.
However, with an overall improvement in relations in recent months between the two countries, many hope that scientific collaboration will develop.
"I have come to build bridges between the two countries," Rahman told an international conference on biodiversity and chemistry of natural products in New Delhi this week. "Scientists are joining hands to work for peace."
"Now that a composite dialogue [between the two countries] is in process, it should not be confined to trade and commerce and other issues," Rahman told SciDev.Net. "The two [nations] should collaborate in science and technology and education, in which they have a lot to share."
The two countries are also exploring ways to strengthen ties in higher education, such as by organising exchange visits of scientists and teachers. Of special interest are centres for excellence in various disciplines in both countries, which could be jointly tapped for mutual benefit.
But many fear that this is easier said than done, given the ongoing political tensions between the two nations.
Hurdles to scientific cooperation in the past — such as restrictions on visas and cancellation of flights — have not completely disappeared. And although air links have now been restored between the two countries, many argue that much needs to be done to ease delays and difficulties in granting visas.
"It will take a while," says P Balaram, professor at the Indian Institute of Science in Bangalore and member of the Indian Academy of Sciences. "There has not been much contact [in the past], so … the familiarity [between scientists between the two countries] will have to increase," he says.
"The key is the visas," says Virender Singh Chauhan, director of the International Centre for Genetic Engineering and Biotechnology (ICGEB) in New Delhi. Even an international institute such as the ICGEB finds it difficult to obtain visas for visiting scientists from Pakistan, he says.

Biotechnologists seek to bridge South Asian divide

[HYDERABAD] Biotechnology collaborations have been agreed between India and Pakistan, ending more than five decades of scientific impasse between the two nations.
Last week, a Pakistani delegation to the BioAsia 2004 meeting in Hyderabad signed five agreements — three with Indian biotechnology companies and two with the All India Biotech Association (AIBA). The agreements are said to be the first involving a high-technology area to have been struck between the rivals.
"I will go back to my country extremely pleased," says Anwar Nasim, chairman of Pakistan's National Commission on Biotechnology, who led the delegation.
"We intend to collaborate with Indian companies in the areas of industrial products, vaccines, diagnostic kits and transgenic crops," Nasim told Nature. Under the agreements, the AIBA will help Pakistan to establish its own biotechnology association and will provide a list of Indian technologies that are available for licensing in Pakistan.
B. S. Bajaj, a senior AIBA official, says that in the long term the partnership should benefit both nations. "Indian technology could help Pakistan to bring down the price of its drugs, which are six to seven times more costly than in India," he says. "And Indian biotechnology companies will benefit from opening up a new market in their backyard."
The agreements are general in nature, however, and "we will have to see how they progress", cautions the AIBA's Ashok Sadim Khan. Nasim agrees that "complex issues will have to be dealt with" before the agreements are implemented. But he adds: "All I can say is that weare making a start, and are confident that many avenues will open up for collaboration."

President, PM Attend Briefing On Space Programme
RAWALPINDI, Pakistan : Feb 26 (PNS) - President General Pervez Musharraf and Prime Minister Mir Zafarullah Khan Jamali attended a briefing here Wednesday on Pakistan's Space Programme.
The briefing highlighted the critical importance of exploitation and utilization of space for the socio-economic development of the country. It included recommendations on utilization of PAKSAT-1, plans for the future development of Pakistan's space-based capabilities and development of ground infrastructure and human resources for the optimum utilization of space.
The President and Prime Minister appreciated the efforts Put in by SUPARCO in chalking out a very realistic and comprehensive way forward for Pakistan's space programme. They supported and encouraged SUPARCO's endeavours for the socio-economic development of the country and approved a number of proposals. Ministers for Finance, Information Technology and Telecom, Science and Technology and other senior government functionaries also attended the briefing.

LAHORE (January 30 2003) : A Pakistani scientist Dr Aurangzeb Hafi has earned a great honour for the country by developing 'Magneto-Agricultural Development Model and Sectorial Magnetic Model' for the first time in the world that will vivid far-looking and long lasting effects on agriculture, environmental and medical sciences, space biology, magnetobotanics, magnetohydrodynamics and multidisciplinary sciences.
Dr Aurangzeb Hafi disclosed this in a press conference here on Wednesday. "In Interplanetary Magnetic Fields, the origin of magnetisation of the magnetised rocks of the moon has been a great puzzle, over the decades, to all the scientists and researchers of the subject.
To come out of this puzzle, no single theory or even epistemologically based theoretical model has yet been evolved. To-date, no text, none of the research papers have given a line of research, which can lead to the factual answer.
The base of research might be a set of clues, or theoretical model, or simply an assumption, based on factual findings, on which due to it being irrefutable, a strong line and some track of research can be drawn," he claimed.
The mechanism of this relationship is not yet clearly understood, even among the world-renowned authoritative establishments of space sciences, he added.
According to him, the origin of magnetisation of the 'magnetised rocks of the moon' has been a great puzzle for the scientists of modern space sciences.
Even it has been declared as 'an important question but a great puzzle' by the scientists of USA and USSR, in a joint publication of Nasa's and USSR's scientists, named 'The Foundations of Space Biology and Medicine.'
As I did research exclusively on the topic, therefore, the model was named as 'Aurangzeb Hafi's Model of Sectorial Biomagnetics,' he maintained.
He said that a model of development of sectorial boundaries has been evolved, along with 25 years Magneto-Agriculture Model, which is expected to be presented in few days to the Government of Pakistan.
Dr Hafi said that plants containing three nutriment iron, manganese and cobalt, can have incredible influence in south areas, where plants are irrigated with magnetised water can grow 40-60 percent faster than others.
To a question, he said that this development can positively affect various crops like rice, potato, tomato, wheat, sugarcane, and maize. He also said that he will be not going to give his formula to any foreign company, however, any Pakistani multinational company can take advantage of the formula.

NWFP Governor Vision of Women Education Reform

PESHAWAR, Pakistan: Feb 15 (PNS) - The NWFP Governor Lt. Gen. (Retd)Syed Iftikhar Hussain Shah has described the education as the single largest factor in bringing a real change in attitudes with special reference towards the enlightenment of the masses. In fact, he added, educating a society which include both male and female – brings about tolerance, forbearance and respect for the others point of view.
Addressing as the chief guest at the All Pakistan Talented Girls Gathering held in connection with Golden Jubilee Celebrations of College of Home Economics in Peshawar University Campus, he was of the view that if we want to bring about a radical change in our society for the better, we have to concentrate on female education on priority basis. The ceremony was also addressed Lt. Gen. ® Mumtaz Gul, Vice Chancellor Peshawar University and Dr. Simin Masud, Principal of the College and beside a large number of educationists and students was also attended by Syed Imtiaz Hussain Gillani and Syed Muhammad Iqbal Shah, Vice Chancellors of NWFP University of Engineering and Technology and NWFP University of Agriculture respectively.
However, the governor said, female education till the recent past was a taboo in our society and in fact for centuries their role was cut and dried and they have been made to follow a very strict regime within the four walls of their houses. Even he added, their basic fundamental rights were denied in the name traditions and religion.
“They were to be seen not heard; supposed to be listened but never allowed to argue and so much so that buried alive at birth” the governor remarked and said but, with the passage of time things have started to change and demand for female education has steadily increased. No doubt, he said, education brings enlightenment and self confidence as well as make awareness towards rights and obligations but, he remarked, “we have to struggle hard to achieve this cherished goal”. In nutshell, he remarked, it is Education which will give a new meaning and respectability to ones life.
As far as government is concerned, the Governor said, we have remained highly attentive towards women development in every sphere of life and even given 33% representation in democratic institutions as well. “Unnecessary gender discrimination is being removed by providing equal opportunities to all segments of society and in education alone”, the governor maintained, saying we have opened new avenues for girl students to have easy access to higher education.
In this connection, he also mentioned the example of Frontier Education Foundation, which, he said, has opened as many as 14 girl degree colleges uptil now and more are also in the pipeline. No doubt, the governor said, a visible change has been ushered in the society in the recent past yet we have to take a leap forward to achieve the ultimate object of providing a level playing field to our women folk to seek knowledge and ultimately become atleast equal contributor in the struggle for national development.
Appreciating the performance of the College of Home Economics in the promotion of female education especially in this province the Governor said, this college has really played a tremendous role in creating this change and desired that it must continue its struggle with much more enthusiasm. Stressing the need of standard and quality education, the governor said, it should not mean merely possession of degrees and the ultimate results must be in enrichment of soul – in unshakable belief in moral values; in realization that happiness does not lie in worldly possessions but it prevails in service to humanity; in wiping off tears from the eyes of down trodden; and in bringing smile to the face of the one who has failed in life. In fact, the governor said, the purpose of education should be to make life more meaningful in real sense.
Lt. Gen. ® Mumtaz Gul while addressing on this occasion congratulated the teachers and students of the college on its golden jubilee and assured that its difficulties especially with regard to the augmentation of transport and construction of a multi-purpose hall would be resolved shortly.
Dr. Simin Masood, Principal in her address of welcome said since the inception of this institution in 1954; a considerable expansion has been made both in respect of infrastructure development and enrolments and the pressure is still in the increasing trend. Now, she added, they are in the process to introduce M. Phil and Ph. D classes in the college. As far as the performance of the students is concerned, she said, they have earned laurels many a times. She also paid rich tributes to her predecessors for their meritorious services for maintaining the distinctive position of the institution. Highlighting the Golden Jubilee Celebrations, she said, during the next three days different events would also be held amongst the talented students gathered in the college from all over the country. Their college, she added, will definitely participate in these activities but would not compete with guests as a good gesture.
Earlier the governor gave away shields to the former principals and staff members of the college in recognition of their meritorious services for the institution. He also unveiled the newly constructed Golden Jubilee Monument of the college within its premises.

Pakistani A-level students top in the world with Cambridge
Cambridge International Examinations (CIE) has announced the top achievers from Pakistan who sat the Cambridge GCE A Level examinations held in June this year. Pakistani students were ‘top in the World’ in 3 A Level subjects.
Speaking to teachers from Pakistan at the Professional Development Conference at Homerton College in Cambridge, Dr Fred Burke from CIE said: 'Overall, students from your schools have performed even better than in previous years. Congratulations to all the high achievers, their teachers and their schools.'
Full details of all top candidates will appear in the Cambridge publication ‘Brilliance in Pakistan – June 2003’, which will be available in October to the 270 educational institutions in Pakistan that are registered with Cambridge International Examinations.

SIALKOT, Feb 9: Farmers have expressed grave concern over the shortage of sunflower seeds in Sialkot district. Talking to newsmen here on Monday , Punjab Farmers Rights Protection Forum chairman Mirza Ehsan Baig said that the dealers had created an artificial shortage of sunflower seeds in Sialkot, Daska, Bhopalwala, Sambrial, Uggoki, Pasrur, Chowinda and Badiana.
As a result, hundreds of farmers could not cultivate sunflower in their fields. Mr Baig said that the target of sunflower crop cultivation in Sialkot district would not be achieved. He urged the provincial and district governments to take effective measures in this regard.
SHOT DEAD: A boy was killed while another was injured by the firing of a youth on the wedding of a landlord in Kotli Baarey Khan village (Shakargarh tehsil) on Sunday night.
Police said that during Rasm-i-Hina of landlord Mubashar Khan Asif Khan opened firing in the air. Some stray bullets hit Asad Ali, 12, and Mehtab Khan, 13. Asad died on the spot, while Mehtab was admitted to a Shakargarh hospital where his condition was stated to be critical. Noorkot police registered a case with no arrest.
BODY STORED: No family member came to receive the body of Qaisara Bibi and the Edhi Foundation has kept it at the mortuary of Sialkot DHQ Hospital.
Qaisara, 23, was shot dead by her father and four brothers on Saturday when she attempted to save the lives of her uncle Shafiq and his wife Shamim Bibi. Khaliq and his sons Kamran, Rashid, Zaheer and Nasir later killed Shafiq and his wife over a property dispute in Bagh locality of Sialkot. Kotwali police have yet to arrest the killers.

Talking to newsmen here on Monday , Punjab Farmers Rights Protection Forum chairman Mirza Ehsan Baig said that the dealers had created an artificial shortage of sunflower seeds in Sialkot, Daska, Bhopalwala, Sambrial, Uggoki, Pasrur, Chowinda and Badiana.
As a result, hundreds of farmers could not cultivate sunflower in their fields. Mr Baig said that the target of sunflower crop cultivation in Sialkot district would not be achieved. He urged the provincial and district governments to take effective measures in this regard.
SHOT DEAD: A boy was killed while another was injured by the firing of a youth on the wedding of a landlord in Kotli Baarey Khan village (Shakargarh tehsil) on Sunday night.
Police said that during Rasm-i-Hina of landlord Mubashar Khan Asif Khan opened firing in the air. Some stray bullets hit Asad Ali, 12, and Mehtab Khan, 13. Asad died on the spot, while Mehtab was admitted to a Shakargarh hospital where his condition was stated to be critical. Noorkot police registered a case with no arrest.
BODY STORED: No family member came to receive the body of Qaisara Bibi and the Edhi Foundation has kept it at the mortuary of Sialkot DHQ Hospital.
Qaisara, 23, was shot dead by her father and four brothers on Saturday when she attempted to save the lives of her uncle Shafiq and his wife Shamim Bibi. Khaliq and his sons Kamran, Rashid, Zaheer and Nasir later killed Shafiq and his wife over a property dispute in Bagh locality of Sialkot. Kotwali police have yet to arrest the killers.

ISLAMABAD, Feb 9: The Pakistan Telecommunication Company Limited (PTCL) on Monday launched here a wireless local loop project to provide new telephone connections in remote areas of the country.
The PTCL has entered into a $500 million contract with a Chinese firm, Huawei Technologies, to implement the plan. The agreement between the two parties was signed at a ceremony held at the PTCL headquarters. Information Technology Minister Awais Ahmed Khan Leghari was also present on the occasion.
Muhammad Sarwar, PTCL senior vice-president technical, represented the company while Mr Wang We Jen, CEO Huawei Technologies, signed the pact on behalf of his company.
The wireless local loop is a code direct multiplier access based technology almost similar to a mobile cellular phones system. An informed source told Dawn that the new system would provide telephone access to 127 cities in the areas where 60 to 70 per cent people never had access to any telecom connectivity.
The regions include cities of the interiors of Sindh and Balochistan, like Turbat, Pasni, Gwadar, Chagi, rural areas of Multan, Dera Ghazi Khan, Bahawalpur, Rahim Yar Khan, Central Punjab, Dera Ismail Khan, Kohat and Bannu division and the Federally Administered Tribal Areas (Fata).
Speaking on the occasion, Awais Leghari said that with an investment of just over half a billion rupees, more than 200,000 new telephone connections would be provided to the inhabitants of rural areas. This development, he added, was in line with the directions of Prime Minister Zafarullah Jamali and the cabinet to provide telephone coverage to 50 per cent of the rural areas by the end of 2004.
In this regard, he said, the PTCL would reduce by 5 to 10 times the per line cost and timescale of deployment and one wireless base station of 450 Mhz would cover a radius of 20 to 25km as opposed to an equivalent distance of only 5km served by the fixed line technology. However, he said, the PTCL had been restricted to areas where the teledensity was very low.
Mr Leghari expressed concern over the poor teledensity in the country and called for its improvement. He attributed this state of affairs in the telecommunications to cost and labour and to the digital divide between the developed and the developing world.
"I would also emphasize that while developing a business plan for offering these connections to the general public and while considering the financial mechanism for the provision of terminal units to the people, it must be ensured that the common man is not unduly burdened and the project retains the spirit of public welfare in which it has been conceived," the minister said.
The minister said the new cellular policy which the cabinet had approved would also enhance competition among mobile telephone operators, ensure broad coverage at affordable prices, increase teledensity, choice of service and private investment in the country.
Earlier, the charge d'affaires of China, Song De Heng, said: "China and Pakistan go together in building a strong fraternal relationship in terms of synchronic development between their organizations." He said the Huawei Technologies had shown good performance in fostering partnership with the PTCL for vital telecom projects during the last 2-3 years

Will India remain the 'king' of outsourcing?

Over the years, India has emerged as the "uncrowned king" of business process outsourcing (BPO) in the software industry and almost all big corporations in the West are keen to set up their call centres or shift their software development work or even invest in building their own software development centres in that country.
Where India excels is low cost and quality performance. But, a prestigious American magazine "Forbes", in one of its recent issues, raised the question: how long can India hold on to its crown?
The magazines contends that similar low-cost technology centres in China, the Philippines, Malaysia, Russia and Pakistan are sprouting up and already competing for a share in outsourcing projects, making it increasingly unlikely that India can retain its "reign" as "the outsourcing king" for long.
The figure of $50 billion software exports by 2008 as predicted by Indian National Association of Software and Services Companies (NASSC) is too ambitious and may be difficult to realize. If India fails to meet this target, it may lose its competitive edge.
However, it is too early to speculate in those terms because under the given circumstances there is no threat to India's status in the outsourcing world and for various reasons the West will always prefer India over its rivals. In fact, it can boast of adding more feathers to its crown.
India's leading business newspaper "The Economic Times" reported on January 29 that: "As India Inc. is busy grappling with the BPO imbroglio, a rare traction has originated from an unchartered territory - chip manufacturing".
The giant Japanese chip makers, Toshiba and Hitachi, have shown interest in India and their senior officials were in Bangalore recently to hold talks for partnership with Indian firms for IP and designs which include both software and hardware solutions.
The indications are that after China, India is becoming the next emerging market of chip manufacturing in a matter of five years. Currently, the Japanese firms depend on China for such work. India is the next destination but the problem is there are no end-products, assembly testing nor any back-end activities there. It may take three to five years before things start changing there. A Hitachi veteran thinks that in about five years the demarcation between hardware and software will blur and India will be the main beneficiary as far as high-end chip manufacturing is concerned.
Another area fascinating the foreign investors is research and development (R&D). Many hi-tech companies are investing in India in research and design facilities. As many as 230 multinationals from all parts of the world have arrived in Bangalore since 2001 for R&D work.
Coming back to the outsourcing "imbroglio", it is quite clear that offshore outsourcing industry will continue its hyper-expansion in the next few years as the western firms look for low costs and cheaper offshore talent to meet their needs. But "Forbes" fears India could "stumble and lose its crown". India, it says, is poised to face the impossible task of producing at least one million qualified software engineers - the minimum requirement - to achieve $50 billion exports target by 2008 which, if not realized, could open doors in outsourcing industry to the rivals. The country's current output of computer science graduates is 110,000 a year. Many of them - the best and the brightest - tend to migrate to the United States for a better standard of living. Hence, the outsourcing suffers.
When and if India "does slip", Forbes says, other low-wage countries that will be too happy to pick up the slack. Pakistan, it observed, is one such country. It has emulated India's success by offering similar breaks to multinationals and is aggressively modelling its educational programmes in computer and information sciences on India's pattern.
At present, Pakistan has 23,000 trained professionals and its annual software exports amount to more than $120 million. But the biggest problem it faces is a dirty image.
The westerners believe that it is a country of terrorists and a land where only violence thrives. Although several Indian cities are as much violence-prone as is Karachi but the media remains biased. But India, after recent developments leading to warm relationship between the two countries, is expected to have a different outlook and may be more than willing to enable Pakistan enter this market in a big way.
A delegation of Pakistani professionals is scheduled to visit India sometimes this month and indications are that it can return with significant results. (An Indian IT specialist Jairam Ramesh recently observed: "If we help Pakistan build and promote an IT services industry, we can stabilize its economy, taking its attention away from Kashmir and war.")
The Philippines is another potential candidate for a share in outsourcing. It, being a former American colony, could prove appealing to American firms. It has more than 30,000 trained IT graduates. China would seem to be the biggest threat to India, with 400,000 software professionals (India has 300,000 professionals) and 35,000 of them qualified to work on high-level, systems-integration projects that are so coveted in India.
Most of China's hi-tech workers are well qualified to work on software applications maintenance and migration projects, and these workers come at a significantly lower salary than do their Indian counterparts doing the same work.
However, there is little to suggest that India is about to lose its status of the "king of outsourcing". Meanwhile, offshore outsourcing in the country is predicted to grow by at least 30 per cent during 2004 as global giants like IBM, EDS and Accenture will continue to increase their presence in the country.
A new report "IT Trends 2004: Offshore Outsourcing" says India will continue to dominate as a preferred offshore country during the current year and Indian vendors will retain their leadership in the outsourcing marketplace. The country will remain the best option for American companies during 2004 and Indian vendors will continue to develop facilities in countries like China and those of the Eastern Europe, it said.
Meanwhile, according to "The Economic Times", the indications are that Wal-Mart will be sourcing to India to the extent of $3 billion this year and up to $30 billion in the next three years . The entire US retail sourcing is estimated to be $500 billion next year, most of which could come to India. And, global IT services spendings are estimated to be $385 billion and in it the share of India is about two per cent, which can grow to 12 per cent.
Internet based services, of which Business Process Outsourcing (BPO) is the most visible, grew at a dazzling 59 per cent in 2002-2003, and now stands at $2.3 billion. The BPO sector alone employs 171,000 professionals.
There has also been a spurt of activity in using India as a hub of global sourcing in the auto industry. Toyota is going to use India as a source for transmission parts. Ford is sourcing engines from Hindustan Motors. Yamaha and Mitsubishi are going to be using India as a world-wide sourcing hub for motorcycles. In fact, there are around 50 automotive suppliers with offices in Chennai, Mysore, and Delhi.

Uranium deposits found in Kirthar range
KARACHI, August 06 (PNS): Oxidised uranium mineralisation has been found in the Manchar Formation (Kirthar Range) in Sindh for the first time which, along with other favourable indicators, is 'a significant development'' making it a prime target for uranium exploration.
Assay of selected samples showed uranium values up to 4.5 per cent U3O8. This followed detailed geological studies carried out by Pakistan Atomic Energy Commission (PAEC) scientists in the area. Manchar Formation attracted little attention due to inhospitable working conditions and failure of earlier aero-radiometric surveys to detect anomalous radioactivity. Approximately 200-kilometre area was foot prospected, which revealed six major uranium showings in lower Manchar Formation in the Wahi Pandi, Karunuk (Sehwan) and Rehman Dhora (Aamri) areas.
Anomalies were recorded in lower Manchar Formation in a strike length of over 25kms. Four anomaly sites at Sori, Kukrani, Gaji Kumb and Haleli in Wahi Pandi were found to be 'very promising.'
Uraniferrous zones in sandstone extend from 200-1000m in length. Radioactivity of up to 15,000c-s is encountered in the freshly cut trenches.
Chemical uranium values range from 200ppm to 4.5 per cent U3O8. Uranium minerals have been recognised as carnotite, curienite, phurcalite and saleite. Five geological sections (four in Wahi Pandi and one in Karanuk- Sehwan area) were measured. Data on sedimentological and lithological characteristics of the uranium, host and country rocks was gathered. A total of 185 rock samples were analysed for chemical values and mineralogical studies. Thus another favourable formation in Sindh has now been added for future uranium exploration.
Meanwhile, preliminary exploratory drilling has indicated a sizeable uranium ore deposit at Shanawah near Karak in the NWFP, where continuity of uranium ore was proved over a strike length of 2kms. A total of 32 boreholes to an accumulative 9,329-meter depth were drilled. Ore deposits as thick as 17 metres had been intercepted.
The average thickness is 10 metres while average ore grade is 0.05 per cent U3O8. Carnotite mineral is found in the oxidised (above the water table) zone whereas Uraninite has been identified (through XRD studies) as the dominant mineral in the below water table zone.

Pakistani American Wins Physician Of The Year Award

WASHINGTON, USA: Jan 27 (PNS) - Dr. Attique Samdani, the noted physician of Pakistani origin, is to receive the singular honour of 'Physician of the Year Award' at a ceremony to be held here on Jan. 27, says the Physicians Advisory Board of the National Congressional Committee in an announcement Saturday.
The award-giving ceremony is scheduled on the concluding day of the two-day (Jan 26-27) annual meeting of the Physicians Advisory Board.
The selection is based on performance during the preceding year.
Physician of the Award is presented to outstanding medical professionals at a formal ceremony, where Republican Members of the U.S. Congress and Administration officials alongwith physicians are invited, followed by a daylong seminar on medical practice, medicare/medicaid reform.
The other topics before the semin! ar this year include malpractice premiums, limiting frivolous lawsuits, reimbursement reform and tax reform and practice.
The organizers said, to mark the occasion,the Wall Street Journal (WSJ) would bring out full page on the event, including names of the other recipients of the annual awards.

WASHINGTON, USA: Jan 27 (PNS) - Dr. Attique Samdani, the noted physician of Pakistani origin, is to receive the singular honour of 'Physician of the Year Award' at a ceremony to be held here on Jan. 27, says the Physicians Advisory Board of the National Congressional Committee in an announcement Saturday.
The award-giving ceremony is scheduled on the concluding day of the two-day (Jan 26-27) annual meeting of the Physicians Advisory Board.
The selection is based on performance during the preceding year.
Physician of the Award is presented to outstanding medical professionals at a formal ceremony, where Republican Members of the U.S. Congress and Administration officials alongwith physicians are invited, followed by a daylong seminar on medical practice, medicare/medicaid reform.
The other topics before the semin! ar this year include malpractice premiums, limiting frivolous lawsuits, reimbursement reform and tax reform and practice.
The organizers said, to mark the occasion,the Wall Street Journal (WSJ) would bring out full page on the event, including names of the other recipients of the annual awards.
"The Physician of the Year Award will be presented to our physicians who have been instrumental in helping pass the largest tax cut in a generation, keeping the White House and Congress in Republican hands...and providing the leadership and input to improve the healthcare system in America," it added.

China Offers Pak Desalination Technology
BEIJING (January 26 2004): China has offered Pakistan desalination technology to help sanitise sea water. "This technology can bring a revolution overcoming the problem of water shortage in the country," Ruan Guo, a senior official of Tianjin Institute of Seawater Desalination, told APP.
He claimed that the seawater after its purification through the newly developed technology could be used both for drinking and agriculture purposes.
A package of this offer has been formally sent to Pakistan through its embassy in Beijing.
The Chinese company has already installed a sea water desalination plant at under construction Gwadar seaport as its pilot project to introduce the technology in the country.
This plant has been provided as a gift to Pakistan on the directives of the Chinese government.
Ruan Guo said, China is ready to co-operate in water desalination for which, a team of experts could visit Pakistan to negotiate the package.
Three decades worth of effort has ranked China among the world's few countries capable of seawater desalination.
He was of the view that the seawater could be used as a more sustainable resource to overcome water shortage on the long-term basis.
About the cost of the project, he said, "it is most cheap and reasonable as compared to other sources of water filtration."
To Pakistan, he assured his company would extend a special low cost package, keeping in view their excellent friendly relations.
To tackle a serious water shortage caused by a six-year dry spell, Tianjin, the largest coastal city in North China, started earlier this month to channel a total of 350-million cubic meters of Yellow River water to Tianjin from the Weishan Sluice Gate, 440 kilometre's away.
Because of improved technology and production efficiency, the production cost of one ton of fresh water produced from sea water has been greatly reduced from 85 US cents to the present 60 cents, which makes it more marketable than ever.
Ruan Guo said the seawater could also be made effective to tackle salinity and water-logging problem particularly in coastal areas of the country.
According to the sources, the technology could be utilised after its proper feasibility study.
To cope with the growing water demand it had become inevitable to explore possible alternate bulk water supply sources for Karachi and other major cities and the Chinese technology may be more suitable for this purpose, they added.

ISLAMABAD, Nov 4: Assistant Professor Mohammad Aslam Wasim of the
Department of Maths and Stats, Allama Iqbal Open University (AIOU), on
Tuesday announced the results of his research explaining that how he had
devised a mechanism to study the behaviour of an object in space.
He was speaking at a seminar entitled "Permutation Representation of the
Group" arranged at the Quaid-i-Azam University here. Elaborating on the
results, Mr Wasim said an object in space was associated with a group of
information containing all the necessary data about it. He said a closer
study of the group defined and explained the nature of that object.
He said there were several such groups but accessing the right one
without wasting time was the real catch. He said the Rubiks cube
puzzle/game was a good example to understand what he was trying to
explain. "Just as six to seven special moves are required to match the
colours of the Rubiks cube, similarly this mechanism devised is very
easy and systematic to obtain a class of useful groups. Once the right
group is located, analysing and studying that group would eventually
lead to the understanding of the object, its looks, its behaviour and
other important characteristics without wastage of time."
He said the implementation of this mechanism was useful in various
mathematical and scientific studies. The mechanism he added, would make
the job easier for the students trying to detect the right answers in a
systematic way.
For the last three decades such seminars have been part of important
research activities of the mathematics department of the QAU. These
seminars are a weekly activity and are attended by the faculty, PhD and
M.Phil scholars.
Scholars and intellectuals from outside the university are also invited
to speak on topics of general mathematical interest based on their
researches. About 570 such seminars have been arranged on various
topics. Most lectures have been on specialised topics from pure to
applied mathematics.
Dawn has learnt that there are about 80 to 90 PhDs in Pakistan out of
which very few are involved in research and advanced studies. These
handful of researchers have made important contributions and their
research work has been printed in international journals.

KARACHI: Expertise available in Muslim countries in the field of environmental management, remote sensing, space sciences and technology has yet to be fully explored and utilised, Pakistan’s space agency’s chief said.
Chairman of Space and Upper Atmosphere Research Commission (SUPARCO), Maj Gen (Retd) Raza Hussain was speaking to the participants of a training course on ‘Environmental Studies Using Satellites, Balloons and Ground Based Data’ at IBS auditorium on Monday.
In order to share the knowledge in one of the vital areas of space technology applications, the Inter-Islamic Network on Space Science and Technology (ISNET) in collaboration with SUPARCO is organising the short training courses from 12-23 January 2004.
Extending a warm welcome to the trainees from the OIC member countries, Raza Hussain, who is also the ISNET president, informed that the SUPARCO has been making valuable contributions to all these vital fields including the studies of environment and its impact assessment.
He said that the ISNET was endeavouring to bridge the technological disparity among the Muslim nations through exchange of information, sharing experiences, maintaining and developing databanks, collaborating in the areas of common interest to build national capabilities.
Raza Hussain said that the OIC countries would have to go a long way to achieve their desired objectives in the technological era. He hoped the course would enhance the capacity building in Islamic countries in applications of space sciences and technology.
Speaking earlier on the occasion, Nasim Shah, secretary SUPARCO and executive director ISNET, said that the ISNET would share the research and development work undertaken by SUPARCO scientists and engineers in environment besides promoting the environmental and pollution monitoring studies in OIC member countries.
"Space technology and its applications are playing a very significant role in a wide spectrum of our daily life," Shah said. "By applying space technology for sustainable development, a developing nation will be contributing to its economic growth."
Dignitaries and senior management officers from different departments including from SUPARCO attended the inaugural ceremony. Trainees from Azerbaijan, Bangladesh, Indonesia, Iran, Kyrgyz Republic, Malaysia, Sudan and Syria are participating in the course.

Microsoft to invest $7m in IT sector

ISLAMABAD – The global IT giant Microsoft on Tuesday announced to invest around seven billion dollars in Pakistan’s information technology sector to build a strong IT economy that will compete at global level.
“Microsoft is committed to work closely with the government of Pakistan and its leadership to develop a roadmap that will best serve the needs of its people and help them to build a strong IT economy,” said Emre Berkin, vice president of Microsoft, Europe, Middle East and Africa, here in an exclusive interview with The Nation on Tuesday.
During his two-day visit to Pakistan, Emre signed two MoUs with National Commission for Human Development (NCHD) and the Ministry of Education.
Talking to The Nation, he said, “Initially, we have selected few areas for initial investment. First of all, we are investing to establish our own presence in this region.” “For the last four years we have been working in Karachi and now we are heading towards Islamabad, Peshawar and so on,” he added.
He said that they were localising the IT products and in this regard most of the IT related things were being converted into Urdu with the cooperation of National Language Authority.
The Microsoft vice president said that they have also joined hands with the Ministry of Education in ‘Partners in Learning’ programme that would offer critical resources for student access, teachers’ training and skill development in the field of IT.
Talking about the IT related programme to be launched in Pakistan, Emre said that it was a global programme as 90 plus per cent population of the world did not have adequate access to the IT.
“In Pakistan, we are establishing IT centres in 16 different districts of the country that would primarily focus on the women development,” he added.
These 16 districts were not random selection but they had collected data from the NCHD and were investing in these most deserving areas, he said and added, work has already been started in these areas.
To a question, he said that they were optimistic about their future in Pakistan as it was a strategic country to invest.
Emre Berkin said Gates had talked to President General Musharraf on phone two months back and discussed with him a number of issues related to development of IT industry in Pakistan.
“I myself had meetings with President Musharraf, Investment Minister Hafeez Sheikh, Chairman Senate Mohammadmian Soomro and IT Minister Awais Leghari, on these lines and I am very much looking into turning plans into actions,” Emre said.
To another question about the security concerns, he said, “On the side of investment security, we are satisfied due to the forward looking and impressive leadership that has encouraged us to invest and go forward.”
To a query about physical security, he said that unfortunately, after 9/11, this issue has become same for the whole world and when it was an international problem then you could not blame anyone and so they were hopeful that they would be able to work safely in Pakistan.
He lauded Pakistan for showing great understanding on how IT could benefit its economy and citizens. He observed that there was still a lot to be done in the region for making the ‘Digital Age’ a reality and reducing the e-divide in countries with a higher population and lack of resources.
Emre said that they should strive collectively to ensure that every child of this region has access to basic education and technology.

He said such a park would be set up keeping in view the environment and market conditions of the country. The Chinese side, he said has agreed to help provide guidance and technical assistance for development of High-tech Park that will consist of multiple heavy industrial networks.
The expert-level team will also suggest design and the required infrastructure of the park. According to the sources, the embassy will hold further negotiation with the Chinese side, after receiving necessary mandate from the Ministry of Science and Technology in Islamabad.
It may be mentioned that the Capital Development Authority, Islamabad has already earmarked a site in I-12 sector for the establishment of a high-tech industrial park. Pakistan and China have recently signed joint declaration under which it was decided that they would guide and encourage their departments, scientific research institutes, universities and high-tech enterprises to conduct broad technological cooperation in areas of mutual interest such as telecommunication, water conservancy, electric power, aviation and space technology, computer, automation, metallurgy, IT, medicine and health, petrochemistry, biotechnology and peaceful utilization of nuclear power.
It was also agreed that the two parties will endeavor to promote transfer of know-how and exchange of information. In this context, the two parties will give full play to the guiding and coordinative role of the intergovernmental Joint Committee on Scientific and Technological Cooperation. Strengthen cooperation in nonproliferation and export control.
According to the declaration, signed in Beijing by President Pervez Musharraf and the Chinese President Hu Jintao in November last year, they will also consider launching the negotiation and conclusion of a bilateral agreement on mutually issuing of ultimate consumer and end use certificate. China is currently engaged in development of the high-tech parks in the country. A specific leading group composed by officials from various central government departments has been set up for making decisions on construction, policy formulation and system optimization of the national-level high-tech industrial park.
It has set up high-tech parks in Britain and the United States. They have played an active role in giving Chinese enterprises experience of developed countries to promote their high-tech products in world markets.
According to the Chinese official, more than 24,000 high-tech programmes have been carried out over the past 15 years. Some of these programmes have resulted in patents for products such as high performance computers, large-scale digital switches, mobile container inspection systems and high definition televisions.
Some 53 major high-tech development zones have been set up under the Torch Plan since 1991. Business income from the 53 zones grew to more than dollar 184 billion last year.

N-scientist's release: hearing put off till 26th
ISLAMABAD, Jan 15: The Lahore High Court Rawalpindi Bench adjourned on Thursday the hearing of a habeas corpus petition, seeking release of nuclear scientist Dr Mohammad Farooq from the ISI custody, till Jan 26.
Khush Niaz, wife of Dr Mohammad Farooq, in her writ petition filed through her counsel Advocate Chaudhry Ikram, stated her husband was picked up from his house in E-Block, Satellite Town, Rawalpindi on Nov 23.
When the petition came up for hearing, counsel for the federation, Qazi Naeem, sought more time for the provision of information sought by the court.
The counsel for the petitioner stated the government was employing delaying tactics and the court should not adjourn the case. The court, however, fixed Jan 23 as the next date of hearing.
The petitioner has made the federal government respondent through the interior secretary and the ISI director-general. The petitioner stated that her husband, who is a director in Grade 21 at the KRL, Kahuta, was arrested without warrants by a team headed by an army officer who identified himself as Col Nisar Ahmad.
The petitioner apprehended that her husband was being victimized and his life was in danger. Action against him was taken at the behest of the US FBI, the petitioner said.
The petitioner further stated that she had strong apprehensions that her husband might be shifted to some other country under the pressure of the US government.

ISLAMABAD, Pakistan: Jan 15 (PNS) - World's second largest IT firm, Sun Microsystems Wednesday showed keen interest to invest in IT sector, especially the e-government programme, in the backdrop of a booming economy and easily-available skilled workforce in Pakistan.
The interest was showed by a delegation led by Philip Roy, Regional Sales Manager of the Company in Gulf, Pakistan and Afghanistan which called on Minister for Information Technology, Awais Ahmad Khan Leghari here to explore ways to launch joint ventures in IT sector in Pakistan.
"We see Pakistan as a potential market and are open to enter into any partnership with the private and public sector organizations to bring about the fruits of IT to the common people," Philip Roy told.
He said his company had been able to develop a broad range of services and open source solutions that could ideally fit in the Pakistani environment.
Mr. Roy said his company was also willing to support the research and development programme in Pakistani universities as part of its R&D fund that was given $ 2 billion annually out of the Company's $ 12 billion turnover every year. He said his company believed in dedication and commitment to excellence and these virtues could also be learnt by Pakistani professionals as they would team up with the 35,000 strong workforce of the Sun Microsystems in any prospective mutual partnerships.
The Sales Manager of the Company said his company would offer its Pakistani counterparts a platform to exhibit their talent and skills and then penetrate the international market along with their products produced locally in Pakistan.
Appreciating the Company's interest to invest in Pakistan, Awais Leghari highlighted the government efforts to promote the IT and telecom sectors, with particular focus on the launching of e-government programme in the public sector. He said the government was actively encouraging private-public partnerships and there were plenty of opportunities for the Sun Microsystems to benefit from the incentives and opportunities Pakistan offered.
Awais said his ministry was also ready to provide any help or resources to companies and individuals seeking to use IT as an enabler to improve efficiency in public services. "We are willing to finance any such project " however we want that the end product should involve applications produced mostly by the local software industry and it should be open-source software accessible to any other company or individual in the country," he added.

9th Biennial Conference of the Association of Pakistani Scientists and Engineers of North America (APSENA)
In my introductory remarks as Chairman of the 9th Biennial Conference of the Association of Pakistani Scientists and Engineers of North America (APSENA), Marriott Hotel, Islamabad, December 22, 2003, I had emphasized the significance of communication between scientists and engineers for the economic progress of Pakistan. I had cited an example of the discovery of the Conducting Polymers first by a Japanese scientist, H. Shirakawa in 1970's, who shared his discovery with a visiting American Chemist, A. G. MacDiarmid (Univ. of Pennsylvania) in a meeting in Japan. MacDiarmid upon return from Japan put his graduate students to work, to investigate if his lab could also reproduce the results, and was successful. But they could not understand the mechanism which was causing these materials to behave like conductor quite contrary to the already known physical properties of ploymers to act as insulators. Finally MacDiarmid went to his colleague, A. J. Heeger, in the Physics Department at the same university, and Heeger was able to explain the mechanism using the already known Quantum mechanical theories applied to Semiconductors. Lo, and behold their collaborative efforts brought the three of them Nobel Prize in Chemistry in the year 2000. When I noticed the immense applications of these conducting polymers I published an article "Conducting Polymers and the Evolving Electronics Technology," EEE LINKS, NASA Electronic Parts and Packaging Program, Vol. 7, No. 2, July, 2001.
Working at General Electric Company, and later at NASA, ( and with two Nobel Laureates) I learnt that scienctific pursuit had no well defined boundaries, and one had to work in an interdisciplinary world sharing with and learning from others to bring about innovative technologies for the benefit of mankind. Pakistani scientists and engineers are urged to come out of their "BOXES" and work in an interdisciplinary environment, which can give impetus to industry and bring forth an economic boom for our peoples. The following article in Scientific American Magazine is about only a small domain of Conducting Polymers related to DISPLAY DEVICES, but sky is the limit about the applications of these polymers. We have a lot of talented people (physicists, chemists, material scientists, mathematicians, and computer experts) who can collaborate and take this technology to higher levels and create jobs for the people. Unless the scientists and industrialist collaborate (which is the success recipe of Western countries, and the East) we can no longer afford to live in our separate "boxes" (physics, chemistry, etc), and if we continue to do so it spells the decline of our economic progress.
Another very important concept is that we don't have to build too many universities (like the independent mosques of various sects) but make the existing institutions (that have produced many a brilliant and talented scientist) stronger and support them through Alumnii support programs, which are the back-bone of Western universities. Let us not keep our eggs in "one basket" but diversify in scientific pursuits.

Iran has already developed a long-range missile of its own
Iran's defence minister has vowed that the country will launch a satellite of its own within 18 months.
"Iran will be the first Islamic country to enter the stratosphere with its own satellite and its own indigenous launch system," minister Ali Shamkhani said.
His comments - at a Tehran aerospace conference - are thought to be the first official indication of the time frame for Iran's space programme.
Iran has developed its own submarine and long-range ballistic missile.
Mr Shamkhani described Iran's aerospace programme as being part of the country's "deterrence force", the official Irna news agency reported.
He said universities and the defence industry were co-operating on the satellite - but gave no details as to what type of satellite was planned.
Communications
Iran has been seeking a communications satellite since the 1980s and has taken bids from a number of countries for the project, Irna reported.
Shamkhani said the satellite would be launched soon
Tehran suspended discussions with Russia over the project due to contractual disputes, the Russian news agency Interfax reported in August.
Among Islamic countries, Pakistan has used Russian facilities to launch satellites, but does not have its own launch technology.
Iran has worked to develop its own military technology since relations with the United States - formerly its major arms supplier - were cut in the wake of the 1979 revolution.
It unveiled the al-Sabehat-15 mini-submarine in August 2000, and brought the Shahab-3 ballistic missile into service three years later.
The missile is believed to be based on technology bought from North Korea and Pakistan.
Iran has also developed its own nuclear programme, which it says is for civilian use.
The United States suspects it of seeking to build nuclear weapons.
In December, Iran officially agreed to let the UN nuclear watchdog inspect its nuclear facilities.

KARACHI: The Sindh government has directed the authorities to take steps to complete the infrastructure and development in Thar area for coal mining and power generation projects.
The directive was issued on Tuesday at a high-level meeting chaired by the Chief Secretary, Dr Mutawakil Kazi, at his office. The Sindh Minister for Mines and Mineral Usman Malkani, Secretary Israr Shaikh, Director-General, Sindh Coal Authority, Abbas Ali Shah and others also attended the meeting.
The meeting reviewed the progress on development projects in Thar, especially the construction of roads, water supply, and other schemes. The chief secretary directed the department to ensure completion all the development schemes in time as the Chinese experts, who have already completed sampling of Thar coal, arrived in Pakistan for installation of power generating plants
According to officials, 150 Chinese experts arrived in Karachi for installation of power generating plants and are awaiting the green signal from the authorities to import the requisite machinery and equipment for coal mining and power generation.
The high-level meeting also reviewed the customs and excise duty problems and directed the authorities concerned to take the matter up with the customs and excise department for waving the duty on Chinese equipment and machinery to be import for coal mining and power generation in Thar.

Intel Corp.'s Hillsboro, Ore., campus were trying to

One experiment back in the summer of 2000 produced
results that were far better than expected. In fact,
the performance boost was so off the charts that there
had to be another explanation.
There was.
It turned out that the Intel team had stumbled onto a
technique known as "strained silicon," in which stress
is applied to silicon atoms so that electrons can flow
between them faster. Intel will bring the technology
to market early in 2004 in the generation of chips
that succeeds the popular Pentium 4.
Several industry heavyweights had long been trying to
incorporate strained silicon into their chips to
improve efficiency. IBM Corp. had been publishing
research papers on the topic for more than a decade.
Advanced Micro Devices Inc., Texas Instruments Inc.
and other chip makers were all eagerly researching the
subject as well.
At Intel, strained silicon was not a priority. But the
company, whose chips power more than 80% of the
world's PCs, was the first to figure out how to apply
the technology to massive volumes of chips at low
cost. It just didn't know it at the time.
"We kind of backed into it," said Bohr, 50, who is
director of microprocessor technology for Intel's
Technology and Manufacturing Group.
Semiconductor makers are constantly searching for ways
to shrink transistors and microprocessors to pack more
computing power onto their chips. The state of the art
for chip components currently is 90 nanometers, which
makes them about 1,500 times more narrow than a human
hair. But as they approach the physical limits of how
small such components can be, engineers must look for
other ways to enhance chip performance.
Enter strained silicon. The technique relies on
silicon compounds to stretch silicon atoms in some
directions and compress them in others, like a
molecular version of Silly Putty.
When a chemical compound called silicon germanium is
next to pure silicon, for instance, the bigger silicon
germanium molecules stretch the lattice structure of
neighboring silicon atoms, increasing the distance
between some of them by about 1%. It may not sound
like much, but it's enough to speed the flow of
electricity by up to 30% in certain transistors. That
means data can be processed faster too.
"It's like widening the lanes for traffic," said Rob
Willoner, a manufacturing technology analyst at
Intel's headquarters in Santa Clara, Calif.
Tahir Ghani and Kaizad Mistry, electrical engineers
who work for Bohr, spent a good deal of 1999 and 2000
experimenting with silicon germanium to boost
electricity flow through transistors. Initially, they
expected to see about a 10% improvement.
Instead, they recorded speeds up to 30% faster.
"When we saw the higher performance improvements, we
thought we had something big," recalled Ghani, who
grew up in Pakistan. Added Mistry, whose childhood was
divided between India and the U.S.: "The first
excitement was that that number was as large as it
was, because that's really our job: to make that
number as large as possible."
Bohr responded by adding extra engineers to the
project, and hundreds of sophisticated experiments
were drawn up. In all, roughly 40 people were
dedicated to unraveling the mystery.
The challenge, Mistry said, was conducting a
painstaking analysis of the electrical measurements to
"try to figure out what is going on inside that
microscopic piece of silicon that you can't really
see."
For a full year, the members of Bohr's team carefully
retraced their steps. They wanted to be able to
control the degree of strain on the silicon and
reproduce their results consistently.
Ghani, 43, and Mistry, 42, conducted their
investigation in cubicles, conference rooms and the
sterile "clean room" where chips are manufactured.
They communicated incessantly, frequently messaging
each other and Bohr from their wireless laptop
computers.
At home, Ghani would put his three young children to
bed, then log on to his computer. Mistry would tuck in
his two kids and join Ghani online. Then they would
stay up until midnight poring over reports and
discussing them via e-mail or on the phone.
Ghani would be awakened by phone calls at all hours of
the night from Intel technicians: A result wasn't what
was anticipated. The instructions weren't clear. What
should we do?
By the end of 2000, Bohr and his lieutenants had
determined that the silicon germanium was causing
strain. Then they had to ensure they understood the
process and could repeat it reliably enough to
manufacture chips in large quantities.
Progress was very methodical, the scientists said.
There were no occasions of running breathlessly to a
colleague with a ream of computer printouts or
high-fives in the clean room, as one might imagine if
Hollywood were to turn the story into a film.
"Most learning happened in meetings," Ghani said.
Long stretches of intense lab work were only
occasionally broken up by social activities, such as
an excursion to see "Star Wars: Episode II Attack of
the Clones" in the spring of 2002.
Intel said little about its suspicions as it continued
its top-secret research. Then it astounded the
industry in August 2002 when it said its new
generation of 90-nanometer chips would include
strained silicon.
Intel "stunned analysts and sent competitors into
catch-up mode," the trade publication Electronic
Engineering Times wrote at the time.
"It's a phenomenal step," said Gene Fitzgerald, a
professor of materials science and engineering at MIT
and an expert on strained silicon.
Intel found it could implement strained silicon fairly
inexpensively and improve electricity flow by 25% to
30%. That meant computers that could process data
faster, though Intel won't say how much.
"We're getting good improvement in chip performance
with almost no increase in cost," Willoner said.
Experts knew it wasn't idle talk coming from the
world's largest producer of computer microprocessors.
"Intel clearly was the first one to start talking
about using strained silicon, and when they talk, they
typically are pretty far along with their
implementation, " said Risto Puhakka, vice president
of VLSI Research, a San Jose firm that monitors the
industry.
IBM executives say too much is being been made of
Intel's introduction of the first mass-market chip
with strained silicon. The Armonk, N.Y., company began
shipping some chips that include layers of strained
silicon during the fourth quarter of 2003--the same
time period as Intel.
Intel "is trying to introduce confusion because it's
embarrassing to admit that this has been out there for
a decade," said IBM Chief Technologist Bernie
Meyerson, who is credited with developing ways to grow
large amounts of silicon germanium. However, he
declined to identify which IBM chips contain strained
silicon or which customers were buying them.
No. 2 chip maker AMD, which is researching strained
silicon and other technologies with IBM, isn't
planning to sell microprocessors with a significant
degree of strained silicon until 2005 or 2006, said
Craig Sander, a vice president at the Sunnyvale,
Calif., company.
"AMD is selling chips with a low level of strain, but
not on the order of magnitude of Intel," Sander said.
"Strain is not new; getting high levels of strain is
more new."
Nathan Brookwood, principal analyst with the Saratoga,
Calif.-based market research firm Insight 64,
acknowledged that IBM had been the first to show that
strained silicon would improve chip performance.
"But as far as I know," he said, engineers at Intel
"are the first folks to commercialize the process, so
that gives them some bragging rights."
