Pakistan test-fires Hatf V missile

ISLAMABAD, May 29: Pakistan on Saturday test-fired its nuclear-capable Hatf V Ghauri missile. The Intermediate Range Ballistic Missile test came in continuation of a series of tests that have been carried out by Pakistan from time to time to confirm improvement in the qualitative parameters of its vast range of ballistic missiles inventory , said Inter-Services Public Relations chief Maj-Gen Shaukat Sultan.

Talking to Dawn, the ISPR director-general said the Ghauri missile, capable of being loaded with all types of warheads and with an effective range of up to 1,500km, was second to Hatf VI (Shaheen II) in terms of its reach.

When asked whether the test could affect the peace efforts between Pakistan and India, he answered in the negative.

"As long as intentions on both sides are good and the two governments are committed to establishing peace in the region the efforts in that direction will go on," he said.

"It is the legitimate right of any country to test its weapons technology for defence purposes," Maj-Gen Sultan said, disagreeing with the suggestion that the test could be interpreted by India as a hostile gesture.

He said Pakistan would have no problem if India reciprocated. "Pakistan will also conduct similar tests in the future to upgrade its weapons programme," he maintained.

Prime Minister Mir Zafarullah Khan Jamali, who witnessed the test-fire, said Pakistan's policy of maintaining minimum credible deterrence was inflexible.

Congratulating the team for carrying out the test, he vowed that Pakistan's edge over its adversaries in the strategic field would be maintained.

NOTICE TO INDIA: An official source in New Delhi said India had received an advance notice of the test, adds AFP.

The Pakistan's high commission in New Delhi had informed India's foreign ministry about the possible tests 'a couple of days ago,' the source said.

In a statement issued in Tokyo, foreign ministry press secretary Hatsuhisa Takashima called the test 'deeply regrettable'.

"The Japanese government hopes that the test will not bring about a negative effect on the positive developments between India and Pakistan towards improving their relations," the statement said, adding that Tokyo "further calls on Pakistan to respond sincerely to the efforts by the international community for the non-proliferation of weapons of mass destruction and ballistic missiles

US, Pak Discuss Peaceful Use Of N-Technology

ISLAMABAD, Pakistan : May 17 (PNS) - Pakistan and the United States have agreed to enhance cooperation in the peaceful use of civilian nuclear technology and export controls. The agreement was reached during a meeting between U.S. under-Secretary Kenneth Juster and additional secretary of the foreign ministry Tariq Usman Haider in Islamabad on Sunday.
Under-Secretary Juster appreciated Pakistan’s efforts to streamline and strengthen its export control regime, and welcomed the approval of new export control legislation by the cabinet. Mr Usman Haider underlined the need to explore cooperation in civilian space technology between the two countries.
The two sides also agreed on sustained bilateral efforts for creating an enabling environment for the growth of international trade.

Allocation for S&T increased to Rs2.6bn: Development programme

ISLAMABAD, May 13: The budgetary allocation for the Ministry of Science and Technology has increased from Rs130 million to Rs2.6 billion under the Public Sector Development Programme (PSDP) in the last few years, sources told Dawn.

This phenomenal increase in the budgetary allocations of the ministry is due to a number of projects it had started for the overall development of science and technology sector in the country, the sources said.

For human resource development, the ministry initiated five projects of PhDs/post-doctoral studies for 750 scholars at a total cost of Rs2,127.63 million and two projects for training of scientists and technologists/ technicians at a cost of Rs67.47 million.

In reference to the upgradation and strengthening of research and development infrastructure as many as 36 projects were started at a total cost of Rs2,489.17 million.

The financial assistance was provided to universities, science and technology/research and development organizations throughout the country for their infrastructural as well as human resource development.

Under the programme of technology development and industrialization, 24 projects were initiated at a total cost of Rs3,316.36 million under which the ministry was trying to develop a direct linkage between universities and the industrial sector.

For strengthening of policy, coordination and management structure, five projects were activated with a total cost of Rs140.41 million. Major area of thrust under this programme was streamlining of policy guidelines for uniform development of all major areas of science and technology.

As many as 21 joint projects were started under Science and Technology for Economic Development (STED) programme at a total cost of Rs382.74 million which were initiated between research institutions and industry for technology-based production of value-added goods.

For research and development programmes in priority areas such as biotechnology, nano-technology and advanced materials etc, 15 projects were inaugurated at a total cost of Rs561.43 million.

The National Commission on Biotechnology and National Commission on Nano-Science and Technology have also been constituted to advise the government and prepare draft policies in these fields.

HYDERABAD, May 13: The Faran Club International Hyderabad has expressed grave concern over the release of poisonous water into River Indus and said villagers of Dadu district were suffering from stomach diseases owing to the consumption of contaminated water.

In a joint statement issued here on Wednesday, the president of the club, Major (retd) Umer Farooq Ahmed Khan, and general secretary, Aijaz Iftikhar said that this contaminated water had reached Kotri Barrage from where water was supplied to Karachi and Hyderabad.

They said that according to the analysis undertaken by the club, the ratio of chloride at Lakhra was 550 to 600ppm, where as the conductivity was between 2500 to 3000.

They said that at Kotri Barrage, the chloride ratio was 120ppm and the ratio of conductivity was 1200. They said that normally the ratio of chloride at Kotri barrage is 20 to 30ppm and of conductivity 300 to 400. They said that this situation was very alarming.

Meanwhile, PPP leader and MNA from Kotri, Nawab Abdul Ghani Talpur in a statement has said that the concerned authorities have been informed of the supply of contaminated water to the people of Kotri. He said the Superintending Engineer Kotri Barrage, Mr Rafique Memon has assured him that fresh water will be released downstream Kotri within 24 hours.

0.1m Woman Health Workers By End Of 2005

ISLAMABAD, Pakistan : May 12 (PNS) - Government has initiated a primary health care system to provide quality health facilities to people free of cost, Director General Health Major General (rtd) Muhammad Aslam said.
He told PTV that 100,000 lady health workers would provide care across the country by end of next year to provide basic health facilities and help fight disease. Presently, 70,000 woman health workers were providing necessary health facilities to 60 percent population. They were treating local diseases, educating on family planning, etc, he said.
To a question he said, owing to low per-capita income, provision of health insurance facility to every citizen was impossible. Todate, only 12 cases of polio have been received from all over the country. Polio will completely be eliminated by the end of next year, he added.

Mr. Jauher Zaidi has over twenty years of experience in system design
and integration. He has been both a director and the Chief Executive
Officer of Palmchip since the Company’s inception. Before founding Palmchip in
1996, he was involved in SOC integration at Quantum Corporation, where
he managed the ASIC Group. He also led the single-chip I/O and disk
controller ASIC design projects, using co-simulation at Unisys, Amdahl
and Samsung. Jauher received his BSEE and MSEE degrees from Pacific
States University in Los Angeles, California. He has written and
presented a number of articles and papers on SOC design and
verification. He has also participated in many system-on-chip panels and is a
recognized expert in the area of SOC development. He Holds several
patents on SoC Technology.

Total Lunar Eclipes by Adnan Yazdani

A total lunar eclipse is in menu tonight. Actually it happens on the morning of May 5, 2004. Lunar Eclipse happens when moon slips into the shadow casted by Earth and becomes dark. During Totality (when moon is completely shadowed by Earth), moon takes on dark copper red color, a spectacular celestial phenomenon. Here are timings with respect to Pakistan Standard Time (PST) when you can view the different phases of this Eclipse. Beware its full moon tonight !

May 4, 2004 - 10:51 PM--- Moon starts to slip into Earth's shadow. In astronomical term this phase is called "Entering Penumbra". It may not be very noticeable. It gets really prominent in Half an Hour's time.

May 4, 2004 - 11:48 PM--- Partial Eclipse starts. You'll see that one half of moon has turned noticeably darker.

May 5, 2004 - 12:52 AM-- Total Eclipse Begins. This phase is called Totality. Moon completely is veiled by Earth's shadow. Its color will be copper red. During totality, moon's brightness drops several hundred times. Even less than that of Venus. Moon will remain in total eclipse till 2:08 AM.

May 5, 2004 - 3:12 AM-- Moon starts to recover its brightness and slowly regains all of its brightness, the end of Eclipse. :)
